Spanish guest registration in Odoo: SES.Hospedajes step by step.

Hotels, apartments, rural houses and holiday rentals in Spain must report their guests to the Ministry of the Interior within 24 hours at the latest. What Royal Decree 933/2021 requires, which data you send and how to prepare the guest reports (partes de viajeros) in Odoo.

  • Odoo 17 to 20

Who has to report guests?

Royal Decree 933/2021 applies to anyone who offers a room or space to stay overnight for a price or other compensation, whether professionally or not. Article 2 names:

  • hotels, hostels, guesthouses and rural tourism establishments;
  • campsites, motorhome areas, apartments, bungalows and similar tourist accommodation;
  • tour operators acting as intermediaries between accommodation and customers;
  • online platforms acting as intermediaries, if they offer services in Spain.

Holiday rentals (viviendas de uso turístico): the preamble of the decree names short-term tourist homes run by companies or private owners through booking portals. The Ministry of the Interior FAQ adds that guests must be reported even in your own main home, and that the decree applies to rentals of any length when the purpose is not to live there.

Professional or private. According to the Ministry, you act professionally if you are registered in the Spanish census of businesses (Censo de Empresarios, Profesionales y Retenedores). Private owners do not have to keep the electronic register (art. 5.4), but they must still report the data, and may do so by non-electronic means under a procedure still to be set (art. 6.4).

If you rent through a platform, each party reports the data it holds. With several intermediaries, the Ministry says the party with the direct and final contract with the guest is obliged. An authorised third party can report on your behalf.

Catalonia and the Basque Country. In Catalonia, guest reports go to the Catalan police (Mossos d'Esquadra) through its own website (Generalitat procedure). In the Basque Country they go to the Ertzaintza (Order of 25 November 2022, BOPV). Our app only prepares reports for SES.Hospedajes.

Legal basis: RD 933/2021 and SES.Hospedajes

  • Royal Decree 933/2021 of 26 October (BOE no. 257, 27 October 2021), which implements article 25.1 of Organic Law 4/2015 on public safety.
  • In force since 27 April 2022; the reporting duties apply from 2 January 2023 (third final provision).
  • The Ministry of the Interior runs the SES.Hospedajes platform in its e-office for this.
  • The data is kept in files of the Secretary of State for Security and only the police and security forces may process it (art. 7).
  • The registration number of a holiday rental is a separate procedure with the Ministry of Housing, as the Ministry of the Interior points out.

Which data you report

Annex I of the decree lists the data. For each stay:

  • Guests: name and surnames, sex, document type and number (DNI, passport, TIE), document support number (professional activity), nationality, date of birth, usual address (street, town and country), landline, mobile and email, number of guests and their relationship if any guest is a minor.
  • Contract: reference number, date and signatures; check-in and check-out date and time.
  • Property: full address, number of rooms and whether there is internet access.
  • Payment: type (cash, card, payment platform, bank transfer…), identification of the payment means, holder, card expiry and payment date.

Every guest over 14 signs the report; the details of children under 14 are given by the adult with them (art. 4.2). According to the Ministry, a mobile number is enough if a guest has no email, and sex is given when it is on the document or the guest provides it.

What happens if you don't report

Article 8 refers to Organic Law 4/2015. Not keeping the register or not reporting is a serious offence; errors in the register and late reports are minor offences. Article 39 of Organic Law 4/2015 sets fines of €100 to €600 for minor offences and €601 to €30,000 for serious ones.

Step by step in Odoo with SES Hospedajes Spain

Our app SES Hospedajes Spain (l10n_es_ses_hospedajes) prepares the guest reports in Odoo 17, 18, 19 and 20, Community and Enterprise, Odoo.sh or on-premise. It only depends on the base and mail modules, so you don't need a PMS. Its labels are shown here in English; the app also ships Spanish and Catalan translations.

  1. Register with SES.Hospedajes (Ministry of the Interior e-office) and note your host code (código de arrendador) and the establishment code of each property. You do this step yourself.
  2. Install the app. The setup assistant opens: enter both codes and pick the establishment type (for example holiday rental, apartment or rural house) and its time zone (Europe/Madrid, Atlantic/Canary or Africa/Ceuta).
  3. For each stay, create a report under Guest registrations › New: property, check-in and check-out, contract details and payment type. The payment means is stored masked (for example VISA ****1234), never in full.
  4. Add the guests yourself, optionally by reading the MRZ line of a passport or DNI, or click Self-check-in link and send the link to the guest so they enter every traveller before arrival. No account or app needed; the link expires and can be revoked.
  5. Click Check data. The app checks the NIF/NIE letter, that Spanish documents carry their support number, that each minor is linked to an adult, the INE municipality code, contact details and field lengths, and warns if someone typed a card number into a payment field.
  6. Click Generate SES file. Without the web service, download the official XML and upload it in SES.Hospedajes with the bulk upload (up to 100 reports per file). With web service credentials, click Send to SES: the app polls the status and shows the communication code or the error.
  7. Watch the Dashboard: each report shows its deadline, 24 hours after check-in in the property's time zone, plus overdue and rejected reports. A manager can cancel an accepted report with Cancel at SES.
  8. Check retention in the settings: by default the app deletes records 36 months after check-out (the 3 years of article 5.3) and generated XML files after 30 days.

What the app doesn't do

  • It doesn't report bookings or their cancellations (art. 6.3.a): it prepares the arrival guest reports. Bookings are reported separately in SES.Hospedajes.
  • It doesn't register you or your properties with SES.Hospedajes.
  • It doesn't collect the guests' signatures.
  • It doesn't send reports to the Mossos d'Esquadra or the Ertzaintza.
  • It doesn't cover vehicle rental and it isn't a PMS or channel manager.

No guest data reaches Normalane: the data only goes to the Ministry of the Interior, and only if an administrator turns on the web service and a user clicks Send to SES.

Frequently asked questions

Do I have to report guests if I rent out a holiday flat privately?

Yes. The decree applies to accommodation whether it is offered professionally or not. As a private owner you don't have to keep the electronic register, but you must report the data.

What is the deadline for the guest report?

Immediately and within 24 hours of the start of the stay at the latest. Bookings, contracts and cancellations are also reported within 24 hours.

How long must I keep the data?

Three years after the stay ends, if you run the activity professionally (art. 5.3). Private owners are exempt.

What is the fine for reporting late?

A late report is a minor offence, with a fine of €100 to €600. Not reporting is serious: €601 to €30,000.

How are children registered?

The adult with them gives their details and the relationship to that adult. The app checks that each minor has this relationship filled in.

Do I need the SES web service to use the app?

No. Without it you download the XML and upload it in SES.Hospedajes. With it, you send from Odoo with your own credentials.

Does the app work in Catalonia or the Basque Country?

Not for sending reports: there they go to the Mossos d'Esquadra and the Ertzaintza, and the app only prepares reports for SES.Hospedajes.
